10. Where and how to submit your bid: bids should be presented on paper, with a cover letter, no later than 1800 hours (Moscow time) on July 26, 2010 at the tender organiser’s headquarters at 125167 Moscow, 3-1 Teatralnaya Alleya. Bids should be submitted on workdays during the following hours: Monday to Thursday between 0900 and 1800 hours, Fridays between 0900 and 1645 hours (Moscow time). 11. Requirements to Bidders`
Bidders must meet the following requirements:
- 11.1. Bidders’ companies must not be in the process of being liquidated, going through bankruptcy procedures, and their operations have not been suspended according to the Russian law.
- 11.2. Bidders’ have no past-due tax debts or any other past-due obligations to any government budgets or non-budget foundations. Bidders will be considered as meeting this requirement in case they appealed against such debts or obligations according to the Russian law, and no decision has been made on such appeals by the date of the tender.
- 11.3. Bidders have not been charged (in case the bid was submitted by an individual entrepreneur) with any crime against property, entrepreneurial crime or tax evasion.
- 11.4. Bidders or their companies do not participate as defendants in any arbitrage or common law court proceedings.
- 11.5. Bidders have demonstrated that they own sufficient funds to finance and organise construction of the facility in question.
- 11.6. “Sufficiency” is determined as the ratio of money in the bidder’s current or other accounts and/or funds a Russian bank (or other Russian financial institution) guarantees to make available to the bidder to finance the project (the bidding lot), to the estimated amount of the required investment, calculated as percentage; this ratio must be no less than 30%.
- 11.7. Bidders must be willing and able to comply with SC «Olympstroy» corporate environment protection standards and requirements.
- 11.8. Bidders haven’t been included in the Negligent Suppliers (Contractors) Registry maintained by relevant federal executive authorities.
- 11.9. These requirements may be amended in regard of foreign bidders, in accordance with their national legislation, provided they submit relevant written applications.
