In accordance with Federal Laws No. 131-FZ "On the general principles of the organization of local government in the Russian Federation" dated October 6, 2003, and No. 174-FZ "On environmental assessment" dated November 23, 1995, and the Provision on the assessment of the impact of the proposed economic or other activities on the environment in the Russian Federation approved by order of the State Committee on Environmental Protection of the Russian Federation No. 372 dated May 16, 2000, on the basis of an appeal from the State Corporation on the Construction of Olympic Venues and Development of Sochi as a Mountain Climatic Resort (SC Olimpstroy) No. 01C-3558 dated September 18, 2009:

1. To arrange for the public discussion (in the form of hearings) of the technical specifications for the environmental impact assessment and the findings of the environmental impact assessment for the project "Residential area development on Tavricheskaya Street in the Adler district of Sochi (design and surveys, construction), "a venue approved by the Supervisory Board of SC Olimpstroy, starting September 28, 2009.
2. To schedule the public discussion (in the form of hearings) of the technical specifications for the environmental impact assessment and the findings of the environmental impact assessment for the project "Residential area development on Tavricheskaya Street in the Adler district of Sochi (design and surveys, construction) "for October 28, 2009.
3. To set up a commission for holding the public discussion (in the form of hearings) of the technical specifications for the environmental impact assessment and the findings of the environmental impact assessment for the project "Residential area development on Tavricheskaya Street in the Adler district of Sochi (design and surveys, construction) "(Schedule).
4. To assign the commission specified in Clause 3 hereof (Kuzmitsky) with conducting the public discussion of the technical specifications for the environmental impact assessment and the findings of the environmental impact assessment for the project "Residential area development on Tavricheskaya Street in the Adler district of Sochi (design and surveys, construction). "
5. To assign the State Corporation for the Construction of Olympic Venues and Development of Sochi as a Mountain Climatic Resort (SC Olimpstroy) (Ananyev) with:
   • 5.1. Ensuring the awareness of the public and other participants in the environmental impact assessment of the exact time and place, at which the technical specifications for the environmental impact assessment and the findings of the environmental impact assessment for the project "Residential area development on Tavricheskaya Street in the Adler district of Sochi (design and surveys, construction) "are to be made available for review, by publishing the information thereon in the official titles of the federal authorities, the authorities of the Krasnodar region and the local government of Sochi, as well as on the official Internet website of SC Olimpstroy.
   • 5.2. Ensuring the acceptance and recording of the public comments and proposals regarding the technical specifications for the environmental impact assessment and the findings of the environmental impact assessment for the project "Residential area development on Tavricheskaya Street in the Adler district of Sochi (design and surveys, construction) "within 30 days of the publication of information on the proposed activity.
   • 5.3. Publishing this order in the mass media by September 28, 2009.
6. To assign the Information and Analysis Department of the Sochi administration (Pshenisnova) with posting this order on the official Internet website of the Sochi administration by September 28, 2009.
7. To reserve control over the fulfillment of this order for the acting Mayor of Sochi.
8. This order shall take effect upon its official publication.
