In June 2006 the government of the Russian Federation approved Federal Target Program «Development of Sochi as a mountain climatic resort (2006—2014)» which underlay an application of the Russian Federation.
In order to implement the Federal Target Program «Development of Sochi as a mountain resort (2006—2014)» FGUP «Directorate of Sochi development» was established and it provided designing of Olympic facilities on the grounds of contracts concluded with design organizations.
On the 21st of June 2006 Sochi city was included in three claimers for holding of Winter Olympic Games 2014.
On the 4th of July 2007 the Session of International Olympic Committee innbsp;Guatemala decided to hold XXII Winter Olympic Games 2014 in Sochi.
The President of the Russian Federation V.V. Putin issued an edict «On preparation for holding of XXII Winter Olympic Games and Paralympic Winter Games 2014 in Sochi city» on the 5th of July 2007.
The Presidium of the Russian Federation President’s Council on development of physical training and sport, preparation and holding of XXII Winter Olympic Games and XI Winter Paralympic Games 2014 in Sochi under the chairmanship of Chairman of the Government of the Russian Federation was established on the 26th of September 2007.
The Russian Olympic Committee, Federal Agency for Physical Education and Sport and Sochi city administration adopted a resolution on establishment of «Organizing Committee of XXII Winter Olympic Games and XI Winter Paralympic Games 2014 in Sochi city» on the 2nd of October 2007.
For formation of legal base providing execution of a decision of International Olympic Committee a number of federal laws are adopted— «On the State Corporation and development of Sochi city as a mountain climatic resort» ¹ 238-FZ dated 30.10.07 and «On organization and holding of XXII Winter Olympic Games and XI Winter Paralympic Games 2014 in Sochi city, development of Sochi city as a mountain climatic resort and introduction of amendments in some legal acts of the Russian Federation ¹ 310-FZ dated 01.12.07.
In execution of FZ ¹ 238 dated 30.10.07 SC «Olympstroy» was formed on the 8th of November 2007. The State Corporation is successor of FGUP «Directorate of Sochi city development» on concluded state contracts for designing of Olympic facilities.
The Russian Federation Government decree dated 29th of December 2007 approved «Program on construction of Olympic Venues and development of Sochi city as a mountain climatic resort». Program financing is provided on account of funds of the federal budget, Krasnodar region budget, and funds of investors.
The Russian Federation Government adopted a resolution ¹443 on introduction of amendments in the resolution dated 29.12.07 ¹ 991 on the 11.06.08.
According to the resolution of the Russian Federation Government Program contractors are designated as follows:
63 items — SC «Olympstroy»;
45 items — Krasnodar region;
79 items — external investors (59 are designated and 20 are not designated);
1 item — Ministry of Transport of the Russian Federation;
9 items — Rosavtodor;
4 items — Rosmorrechflot;
1 item — Rosaviacia;
3 items — Administrative Department of the President of the Russian Federation;
6 items — Ministry of Ecology and Natural Resources of the Russian Federation;
1 item — Rosprirodnadzor;
6 items — Rossvyaz.
